Update and fix Makefile

This was a mess! I have no excuse except I was juggling
too many things that day. This patch addresses the original
problem(s) you noted as well as a couple I discovered myself.

The config options changed in this version, fix as required.
Remove a duplicate block I copy pasted to pet portlint.
remove a couple of otherwise unnecessary options.

That's it.

I think we're done here.
