updates audio/ladspa from 1.17 to 1.18

The git diff attached to this pr updates audio/ladspa
from 1.17 to 1.18. https://www.ladspa.org/ went dark
in about 2019-2020. So rather than pound on distcache.
Let's move it to Codeberg. As I maintain audio/snd which
depends on this port; take MAINTAINER -- currently
maintained by ports@.
