py-tatsu-5.13.2_1 diff

Directory and PORTNAME changed to match normalised name in release
tarball

This should allow it to be built with the existing version of setuptools in
ports (63.1.0) and the review D46236 version of setuptools (80.9.0)

Tested with poudriere amd64 14.3-RELEASE-p5 with both versions of setuptools.

Also added the python prefix to the Makefile, as it seems odd to me that it was
omitted? To the best of my knowledge it is only omitted from standalone
applications.

Based on astro/py-metpy as reccomended by Charlie Li.
