update port from 1.25 to 1.26.

Update to 1.26.

Includes:

1. Update to man page to reflect that wifimgr is not part of FreeBSD but that
it appeared at the time of FreeBSD-8.0.  (See PR#287173.)

2. Addition of Ukrainian translation.  Thanks go to Dmitry Luhtionov
