[Bug 275745] Mk/bsd.local.mk: Propose renaming to bsd.local.mk.sample

This has turned into a major nuisance as git stash has become significantly
slower.  It now takes several minutes just to stash minor changes to
bsd.local.mk on some machines with spinning disks.

I propose the attached patch to Mk/bsd.port.mk and

    git mv Mk/bsd.local.mk Mk/bsd.local.mk.sample

Currently, Mk/bsd.local.mk is both tracked and listed in .gitignore.

Please review and let me know if I can commit.
