patch for postfix-current-3.11.2025111

- this port will be the first reporting TLS feature information:
  https://www.postfix.org/postconf.5.html#smtp_log_tls_feature_status

- this extended reporting will break sysutils/logwatch and most likely other
tools

- I used 3.11.20251118 to fix sysutils/logwatch as maintainer
