Jellyfin /tmp patch

I noticed on a fresh install of Jellyfin that thumbnail and Trickplay creation
weren't working due to /tmp/jellyfin not existing. I added this little if
statement to the rc script and it seemed to do the trick. Might need more fine
tuning if /tmp/jellyfin is changeable (I didn't see anywhere to change it,
though).
