patch-transmission_4.1.0-Beta3

If you are eager to test the newest beta, please see the attached patch, which
adds a new transmission-devel port containing beta 3. I do not think that this
port should be submitted to the ports tree at this time. It looks like upstream
is back on track for a final release in the near future, and at that time the
effort of maintaining a -devel port will likely outweigh its benefits. 

This port also provides a good opportunity to evaluate other improvements to
the port that we should consider in advance of the final release. For example,
should the GTK minimum requirement be bumped to GTK4? I'm not a GNOME/GTK user,
so I have no sense of whether that would be appropriate. Alternatively, would
users appreciate the addition of an option to the transmission-gtk port to
allow them to choose which version of GTK to use?

Are there other modifications to the port that should be considered?
