1. a plain install via npm into an empty directory correctly adds the arm64
bits as above

2. but somehow during the npm install these bits are lost.

3. if the ordering is different, then this works as expected.

Clearly this used to work fine, and now doesn't, shrug.

The attached patch works, using my LOCAL/dch patch. You'd want to regenerate
that
and fix the MASTER_SITES line.
