patch against devel/liteide version 1

The patch attached to this pr(1) updates devel/liteide 
to version 38.4. While here, take maintainership.
I must admit, upstream seems a bit inattentive (many
untouched issues/pull requests). But having
"kicked the tires" on this a bit. I find that (at least
this version) seems to work as intended w/o many of the
issues raised upstream.
NOTE:
this was build/use tested with the patch attached
to bug #286921 applied.
