devel/rubygem-oci port removal

Hello,
this SDK seems to be no longer actively developed by Oracle [1] and their
reccomendation is to use other SDK's, like the Python one that is already in
the ports tree

I am attaching a patch to propose port removal from the tree: let me know if
this is not the right process to request a port deletion.
