The libraries that pkg claims are "missing" are Capsicum libraries from the
base system. This seems to be only affecting 13-RELEASE cut after the Capsicum
library move from their old location. Is there someway that you can confirm
that?

It may not be trivial for you to re-create the same setup on 14, so it's okay
if you don't want to check that :)

Aside from that, I'm not really sure why pkg is failing to recognize that these
libraries are from the base system.
