Remove the dependency on maptools

Package ‘maptools’ was removed from the CRAN repository.
    See https://cran.r-project.org/web/packages/maptools/

    Remark: `make test' fails because effects is required for TEST_DEPENDS,
    but there is no FreeBSD port for it (not yet?).
