Draft just likely means the patch had not had a
review/adjustment sequence yet. It may or
may not be accepted as-is.

A "Windows Dev Kit 2023" is an aarch64 computer
that Microsoft used to sell. They support
Windows 11 Pro on it but it can boot other operating
systems, such as FreeBSD. I directly boot FreeBSD
for the most part on it. But operation under
the Windows 11 Pro's Hyper-V virtual machine
environment is also possible for some versions of
FreeBSD.

The "Windows Dev Kit 2023" supports user space
armv7 (AArch32) as well, no use of qemu or the
like involved.
