patch updates www/gitea tp 1.23.8

The patch attached to this pr(1) updates www/gitea
from 1.23.6 to 1.23.8 and updates WWW.
While here, convert to GitHub framework and cleanup
Makefile.

Changes:
Makefile
distinfo

build/install tests return OK
port(lint|fmt|clippy) return OK
