patch updates devel/gogs 0.12.11 --> 0.13.2

The patch attached to this pr(1) updates devel/gogs
from 0.12.11 --> 0.13.2. While here, take maintainer.

Changes:
Makefile
distinfo
files/patch-internal_route_install.go (remove)
files/patch-templates_install.tmpl (regenerate for newer version of file)
pkg-descr
pkg-plist

A lot of cleanup in the Makefile, regenerate distinfo
and pkg-plist accordingly. Add to pkg-descr (pets portlint).

All build/install tests return OK.
port(lint|fmt|clippy) return OK, with the exception
that portlint warns of an unavoidable direct path on symlink.
