phpminiadmin-1.9.240801.patch

- Update to 1.9.240801
- Update distinfo
- Update pkg-descr

pkg-descr was updated because portlint was complaining about it being one line,
and the short blurb on the official website allowed me to push it out to two
lines.

Cleaned up Makefile with portclippy. Due to the port being a no build port, I
only tested in poudriere with 14amd64 just to make sure it installed and
cleaned up properly.
