remove GH_TAGNAME and update distinfo

Since GH_TAGNAME is defined as v4.5 in the Makefile, that is the version that
is built and not the expected v4.5.1

Removing GH_TAGNAME from the Makefile fixes this problem.

(While you're at it, 4.5.2 has been released...)
