- Moved net-mgmt/py-ipy from TEST_DEPENDS to RUN_DEPENDS
- Pet portfmt

I'm not familiar with this software and for what I've noticed, we need credits
to fully get results.

Are you willing to become maintainer?

I will leave PR open for the time being.
