Context: OpenSSL 3.5 adds FIPS-JITTER option.

In its current form, libjitterentropy does not provide the static
libjitterentropy.a library. For whatever reason, the OpenSSL library project
decided to require the static library for linking when the option is enabled.

Can we add the static lib or a static flavor?

NB: I know this (using static) is not the FreeBSD way of doing things.
