Patch for libharu

* Replace PORTVERSION with DISTVERSION
* Define LICENSE_FILE
* Remove DIST_SUBDIR
* Adjust Makefile to closer follow Porters Handbook

Compile tested on FreeBSD 14.2-RELEASE (amd64) (make, make check-plist, make
test)

Poudriere testport OK 13.4-RELEASE (amd64)
Poudriere testport OK 13.4-RELEASE (i386)
Poudriere testport OK 14.2-RELEASE (amd64)

Tested with following consumers using Podriere on 14.2-RELEASE (amd64):
comms/fl_moxgen
graphics/blender
math/mathgl
math/saga
science/gnudatalanguage
www/wt
