Perforce released patch 2 of p4 and p4api on feb 27, 2025

Details are in the release notes on the page mentioned in the Makefile.

Notable fixes are ipv4 address format changes when using tcp46 and ssl46 (ipv4
mapped into ipv6) connections and files left at zero size for certain binary
files transferred from unicode mode p4d servers.
