devel/libserialport is a 'magic' dependency for avrdude which is linked in if
present when it is built, and not otherwise.  This leads to confusing
situations where it behaves differently depending on the state of the system it
is built on.

This should be an explicit build option.

This support is critical for the new AVR chips using the UPDI interface for
programming, so it would be nice for this build option to also be activated by
default so that the binary package has the feature available.
