Patch from 1.21.0 to 1.23.1

Changes:
- Update DISTVERSION from 1.21.0 to 1.23.1
- Taken maintenanceship for the port

QA:
- portlint -AC: looks good
- poudriere :
  - FreeBSD 14.2-RELEASE
  - amd64
  - build and package were successful without any visible errors
