patch for rubygem-wdm

Here are the following changes made to the port

1. Updated the version from 1.1.1 to 1.2.0

2. Updated PORTVERSION to DISTVERSION

3. Added licence files directory

4. Took maintanership of the port

Ran the port on both 14.2 and 14.3. 

Portlint says okay
