patch for rubygem-akami

Here are the changes made to the port

1. Updated from 1.3.1 to 1.3.3

2. Updated PORTVERSION to DISTVERSION

3. Took maintanership of the port

4. Added more description about the port

Ran the port on both 14.2 and 14.3  

Portlint says okay
