patch to update to sysutils/logwatch to 7.13

- get rid of remaining ${REINPLACE_CMD} code and move all
  modifications to files/patch-scripts_logwatch.pl

- use /var/cache/logwatch instead of /usr/local/var/logwatch

- update files/Makefile, distfile, and pkg-plist accordingly

- removal files/patch-scripts_services_syslog-ng (no longer needed)

- new files/pkg-message.in for latest news (I am aware of)
