This was a problem before the default ruby was updated to 3.3 in the ports
tree.

Build with DEFAULT_VERSIONS+=ruby=3.2 in /etc/make.conf (and TRYBROKEN=1 or
comment out the BROKEN in sysutils/vagrant/Makefile).

Or try the update to vagrant 2.4.1 - apply patch from bug 288335.
