1. Some upstreams create release tarball and some not. "USE_GITHUB=yes" for 2nd
only.

2. Not tested, but look like those lines must handle this:
DOCS_CMAKE_BOOL=        WANT_DOCS_HTML
MANPAGES_CMAKE_BOOL=    WANT_DOCS_MAN
