add RUN_DEPENDS, pet portclippy

internet radio does not work in default build of audio/elisa

workaround: `pkg install gstreamer1-libav gstreamer1-plugins-soup`

made this conditional on not having the vlc option set, as presumably vlc
provides its own gstreamer stuff. perhaps this is better addressed in
multimedia/qt6-multimedia?

also make portclippy happy :)
