update for fs-uae-launcher

Ran poudriere and it successfully built the port.

Here are the following changes:

1. Updated it from 3.1.68 to 3.1.70

2. Changed PORTVERSION to DISTVERSION

2. Added NLS option and gettext support

3. Took ownership of the port
