patch for vulkan-headers

This bug tracks updates to the following Vulkan-related ports as part of the
Vulkan SDK 1.4.321 update:

- graphics/vulkan-headers: 1.4.320 → 1.4.321
- graphics/vulkan-loader: 1.4.320 → 1.4.321
- graphics/vulkan-tools: 1.4.320 → 1.4.321
- graphics/vulkan-utility-libraries: 1.4.320 → 1.4.321
- graphics/vulkan-extension-layer: 1.4.313 → 1.4.321

I have run poudriere on the 14.2 and 14.3 versions, and they appear to be
working correctly.

Patches for each port are attached separately.

I am also working on vulkan-caps-viewer and vulkan-caps-viewer. I will file a
separate bug report once these have been successfully merged.
