* use new ARES_BUILD_OFFICIAL build flag instead of ARES_VERSION_OVERRIDE to
set
  the application version
* add TOOLS_IMPLIES="GBA MD NG SFC" to prevent linker error, see also [1]
* add missing "implies" information to *_DESC

[1] ares-emulator/ares#2090


Tested build and run on amd64 14.2-RELEASE is ok.
