Patch from 5.4.2 to 5.4.4

Patch from 5.4.2 to 5.4.4

Changes:
- Change The PORTVERSION to DISTVERSION
- Update DISTVERSION from 1.21.0 to 1.23.1
- Taken ownership of the port

QA:
- portlint -AC: looks good
- poudriere :
  - FreeBSD 14.3-RELEASE
  - amd64
  - Build and package look good to me, but please check
