Something I did not address in my notes was that
something like .1402[0-4][0-9][0-9] is for 14.2-RELEASE and
something like .1402[5-9][0-9][0-9] is for 14.2-STABLE. So
comparability is more involved than just .1402 vs. .1403
types of examples: .14020 and .14025 being involved
would make for an incoherent version comparison as well,
for example.
