restore `-c -O1 --prefix=${PREFIX}`

prior to <bsd.port.pre.mk>, manipulating PYDISTUTILS_*ARGS has somewhat
surprising and likely undesired effect

i dont think NO_ARCH is appropriate for this port. please correct me if i'm
wrong
