patch updates cons to 2.2.1

I know this is short notice given the DEPRECIATION date.
But I hadn't noticed it while using it because it hadn't
changed. I've fixed the broken WWW. Moved the source to a
public VCS and made some minor improvements. I've got a
newer version in the pipeline. But need more testing time
before cutting a new tag.

I notice the current maintainer hasn't weighed in on the DEPRECIATION.
If the current maintainer is un(able|willing) to continue as
maintainer. Please feel free to set me as maintainer. :)
