I think is better to add pkgconfig to global USES and remove from other *_USES.

Also ":build" is unnecessary (Mk/Uses/pkgconfig.mk):
# Usage:        USES=pkgconfig or USES=pkgconfig:ARGS
# Valid ARGS:   build (default, implicit), run, both
