Patch to upgrade to 580.119.02

Update to latest Production Branch of drivers 580.119.02:

Although latest New Feature Branch [NFB] of driver is already at
590.48.01, developer of related (not yet in-tree ports) upstream
project wanted for 590.48.01 notified me that must-have major fix is
waiting to land.

So this time -devel variants are upgraded to 580.119.02, too.
And not as usual, fixes to allow testing Beta Branch of drivers
are NOT included for now as of the reason above.
