@michaelo This is an important bugfix that was discovered with the new monitor
sub-command. 

Late discovery was because of a recent change that would check the state of the
jail too early. Previously added services were not affected, only newer ones,
hence the delay in discovering it.

I removed your patch files, as they will now be included in 1.3.1
