obs-nvenc

We lost NVENC support in OBS somewhere around
https://github.com/obsproject/obs-studio/pull/10536,
so the attached patch rectifies that.

As a reminder, on FreeBSD NVENC is not available directly, but rather
through linux-nvidia-libs and libc6-shim, which provides `nv-sglrun`
script for this very occasion. Use `nv-sglrun obs-nvenc-test`, etc.
