Here are the following changes made to the port

1. Updated the version from 4.02 to 4.10
2. Upgraded to qt:6 since other Vulkan ports moved on to it. Also USE_QT=      
        base since its now unified and no longer need to be specified.
3. Added desktop-file-utils to make portlint happy.

Ran the port on both 14.2 and 14.3, and 15.0
Portlint says okay
