When trying to run drracket or gracket, it fails with the message:

| ELF section ".rackboot" is missing

Non-GUI racket REPL starts normally.

This has been observed on two separate machines running 15.0-RELEASE on amd64,
with pkgbase and 'latest' package repo.

Same behavior building racket from ports (build is successful, gracket/drracket
fail to start, racket works).

DrRacket was still working normally as of 14.3-RELEASE-p5 (maybe -p6 as well,
did not have an opportunity to check).
