IMHO this "bug" can be closed.

Glue to the root-servers is pretty essential, as it's not baked into the
binaries, and has to come from somewhere.
Meaning icann-ca.pem and root.hints and root.keys are required, even in a
minimalistic setup.

So I cannot consider that being a bug, or anyway not something we can solve, or
should want to overrule.
