git diff adding the new port

Add a MAC policy module to allow running net/igmpproxy as a non-root user.

I have been running this module (with some slight adjustment for the uid) for
nearly two years by now, and thought it would be useful to actually contribute
this. Also it seemed quite useful to have after encountering bug #291642.

I was not quite sure about what category to pick, but found some other MAC
policy ports in sysutils/ so decided to go with that.
