I'm surprised at this advice because the porter's handbook warns against
generating URLs manually, specially for github, because they are unstable. The
automated GH ports framework exists so that maintainers don't have to maintain
the various URLs manually. USE_GITHUB generates the correct MASTER_SITES URL.

What is the reason for your recommendation? Maybe I missed something.
