Use this:
-MASTER_SITES= 
https://github.com/cea-hpc/modules/releases/download/v${DISTVERSION}/
+MASTER_SITES= 
https://github.com/envmodules/modules/releases/download/v${DISTVERSION}/

Instead of:
+USE_GITHUB=    yes
+GH_ACCOUNT=    envmodules
