This is not indicative of the available resource a= s, if I understand correctly, inactive memory is in use by the kernel but immediately available at any time for other uses, including allocation to userland and kernel buffers. In the current situation, a growing green bar could be interpreted as a growing memory pressure ultimately leading to swap activity. But this is not the case.
