net/kcptun: New port

New port: net/kcptun

kcptun is a secure and fast UDP tunnel based on KCP. It optimizes
network performance for high-latency and lossy links.

This port includes both server and client support. Sample
configuration files and rc scripts are provided.

Tested on:
  - FreeBSD 14.1-RELEASE, amd64
  - Port builds successfully with 'make'
  - Functional test completed using server/client JSON configs

Notes:
  - poudriere test has NOT been run (local environment does not have poudriere)
