Note to posterity:

Cloning the vcpkg repo and running ./bootstrap as an ordinary user seems to
work fine.

This package manager is a bit funky in that it depends on the native package
manager for some tools, such as pkg-config, make, etc.

But I've used it to install some big items like dcmtk on FreeBSD 14 without a
problem.  Still would rather install them via FreeBSD ports, but this works as
a stop-gap.
